Lowongan: Resident Country Director - Indonesia Posted: 06 Jan 2015 03:29 PM PST The Resident Country Director (RCD) for Indonesia, based in Jakarta, is responsible for implementing, overseeing and contributing to the design of IRI programs in-country; manages all aspects of the country office, including budgets and personnel; and is responsible for compliance with local laws and laws/regulations governing current funding. The RCD will lead the creation of long-term and annual plans for the country program, identify and build constructive relationships with key players and partners and develop strategies covering a variety of programmatic areas related to democratic consolidation and advancement. The RCD is responsible for reporting, monitoring and evaluation, representation, business development and knowledge management in Indonesia . Position Requirements: Graduate degree in political science, international relations or related field or equivalent additional work experience. Minimum 7 years professional experience in democratic governance development, preferably working directly with government officials, civil society organizations/NGOs and/or legislative bodies. Knowledge of the politics, geopolitics, economics, history and culture of Indonesia and the South East Asia region. Experience working and/or living in Indonesia strongly preferred. Demonstrated experience working in gender empowerment or on women�s political participation. Familiarity and knowledge of mechanics of public opinion research, polling and SPSS are preferred. Demonstrated management experience including ability to motivate and manage staff in a multi-cultural setting. Demonstrated experience working with USG, Canadian and other foreign-funded projects and familiarity with associated regulations and processes. Strong written and oral communication and presentation skills. Demonstrated financial management experience in developing and administering program budgets. Ability to prepare, present and negotiate complex and sensitive agreements and/or project proposals with bilateral/multi-lateral agencies and other donor organizations. Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals. Willingness to travel throughout Indonesia as needed. Primary Functions & Responsibilities: Develop long-term and annual plans for the country program, identify and build constructive relationships with key players and partners in IRI programs. Direct and conduct implementation and execution of programs. Monitor the grant(s), provide financial oversight of the program budget and ensure compliance with donor requirements. Identify opportunities for new business and sources of funding and builds productive relationships towards these goals. Serve as the official IRI representative in Indonesia, developing relationships and credibility with high-level government representatives, foreign diplomats, donor community, INGOs and program partners. Lead and collaborate closely with the Indonesia team in Jakarta and in Washington, D.C. to develop and implement programs and initiatives. Monitor and report to D.C. office on political and economic developments. Oversee operations ensuring that IRI's country program and projects comply with IRI policies, external donor grant requirements and local laws. Responsible for regular reports, new proposals and work plans. Monitor and manage program budgets, in collaboration with Washington, D.C. program staff and the Regional Project Accountant, to ensure that expenditures remain within budget allocations.
