Currently the ASEAN Secretariat is looking for a qualified candidate to fill the position of Director, under the Community Affairs Development Directorate, Community and Corporate Affairs Department. This position shall report directly to the Deputy Secretary-General for Community and Corporate Affairs. Duties and Responsibilities: The duties will cover, but are not limited to the following: 1. Direct, manage and supervise the overall, multifaceted operations of the Community Affairs Development Directorate. Plan, implement and oversee the Directorate functions comprising the following Divisions: The Public Outreach and Civil Society Division, which: formulates and implements the ASEAN and ASEC�s media and communications strategies to effectively communicate the vision, key messages and achievements of ASEAN and ASEC to target audiences. The AIPA, ASEAN Foundation, AICHR & Other ASEAN Associated Entities Division, which: Facilitates the work of ASEAN in the area of promotion and protection of human rights under the purview of the ASEAN Inter-governmental Commission on Human Rights. Liaises with the ASEAN Foundation and AIPA and build synergy in raising the visibility of ASEAN. Manages ASEC relations with CSOs, promoting their participation in the community building processes and activities ASEAN Resource Centre Unit, which: manages the collection, compilation and dissemination of statistics covering all sectors across ASEAN; and manage the library collection and archives, including acting as the repository for official ASEAN documents and legal instruments. 2. Lead and manage effectively all Directorate resources, including human, financial, physical resources of all the Divisions under the Directorate: Provide strategic guidance and direction for Heads of Divisions and other professional staff in their area of responsibility to deliver on CAD�s agenda, through regular meetings and consultations. Allocate and monitor adequate resources for the Directorate staff to accomplish their tasks. Ensure high quality and timely work output is in line with the objectives of the Directorate and in support of the ASEAN Community building as a whole. Motivate and mentor staff of the Directorate. Foster teamwork and collaboration within the Directorate and across ASEAN Secretariat. Oversee and manage the annual performance review process for all staff in the Community Affairs Development Directorate. 3. Service relevant ASEAN meetings and manage matters of strategic importance at these meetings: Represent the Deputy Secretary-General of ASEAN/CCAD when required. Prepare papers, present and discuss wide ranging relevant issues. Provide guidance to Directorate staff in preparing for those meetings. Liaise with the CPR/CPR-WG and provide regular updates and assists the Member States in their public outreach activities; Qualifications and experience: Possesses a Masters/equivalent advance degree in mass media and communication, journalism, international relations, public policy, international development or related discipline. Extensive knowledge and substantive senior-level experience, minimum ten (10) years in management position. Experience in liaising effectively with Civil Society Organizations. Expertise in communicating key messages through digital platform including social media. Strong communication skills, including in briefing media, senior officials, and diverse groups and communities. Proven ability to articulate views to diverse audiences through clear, concise presentations. A track record of intellectual leadership, solid understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals. High-level interpersonal, negotiation and communication skills, including experience in cross-cultural environment and international settings; strong client orientation and ability to work effectively with multiple sectors and disciplines. Strong leadership and management capabilities; commitment to teamwork and collaborative work practices; and skills in coaching, mentoring and motivating staff. Excellent command of English, written and spoken; competency in the use of econometric tools and other computer applications. Applicants�� age shall not be more than 57 years old at time of application. Staff members shall not be retained in active service beyond the age of 60 years old.
