Context of the REDD+ initiative: Indonesia is the third largest emitter of carbon dioxide (CO2) and the world�s largest emitter from agriculture, forestry and other land use. Over the past five years, Indonesia�s annual deforestation rate has averaged around 1 million hectares, which contributes to an estimated 87 percent of Indonesia�s annual emissions. In response to this situation, in 2009, President Susilo Bambang Yudhoyono, made a voluntary commitment to the world to reduce emissions as much as 26 percent under a business-as-usual scenario or up to 41 percent with international support by 2020. According to the Second National Communication from Indonesia to the UNFCCC, Indonesia is expected to emit around 2.9 million metric tons (gigatons) by 2020 under the business-as-usual scenario. A commitment to reduce that amount by 26 percent would mean a reduction of 0.8 gigatons, while 41 percent would amount to a reduction of 1.2 gigatons. A reduction from an expected 2.9 to 1.7 gigatons by 2020 is a challenging commitment for a country aiming to maintain its 7 percent annual growth rate. Nevertheless, this commitment has been translated into a comprehensive National Action Plan known as RAN-GRK (PP 61/2011). On top of this National Action Plan, President Susilo Bambang Yudhoyono issue Presidential Decree No. 10 in 2011, a moratorium on the award of new licenses in primary natural forests and peat lands, announced in May 2011. This is an important step for improving management of forest resources by �pausing� business-as-usual and allowing time to implement reforms. The moratorium continued in 2013 by issuing Presidential Decree No. 6. REDD+ National Agency together with President�s Delivery Unit is obliged to monitor and report to the President of Republic Indonesia on the its progress. A set of action plans of this regulation was formed and agreed by each corresponding ministries. The program in its Presidential Decree No. 6 year 2013 consists of: Moratorium on new licenses in primary natural forests and peat lands Updating the Indicative Map of New Licenses Moratorium Consummation of Forest Management and Peat Lands Regulation Consummation of Management Regulation for Emission Reduction Each action plans set a measureable targeted every three months and ended in May 2015. Generally aimed to provide basic foundation for emission-reduction target for the forestry and peat-land sectors associated with economic development and porverty reduction. Context of this ToR: It is in this context that REDD+ Agency is seeking Specialist on Monitoring and Evaluation of Presidential Decree No. 6 year 2013 about Forest Moratorium. Objectives of Assignment : Deliver report of action plans accomplishment of Presidential Decree No. 6 year 2013 and provide further recommendation needed regarding the continuity of this moratorium of new licenses in primary natural forests and peat lands. On 26 May 2010 the Governments of Indonesia and Norway signed a Letter of Intent (LoI) that established a REDD+ partnership, whereby Norway committed a US$1bn grant based on a �payment for performance� modality in reducing emissions from forest and peatland areas. Phase I of this partnership- the �readiness� phase- has largely been completed, culminating with operationalisation of the National REDD+ Agency (BP REDD+) in January 2014. The Norway-Indonesia partnership is now in an interim phase prior to the beginning of the Phase II. During Phase II, institutional and operational readiness of large-scale verified emissions reduction programmes will be finalised. UNORCID (United Nations Office for REDD+ Coordination in Indonesia) is the UN System focal point for REDD+ in Indonesia, and serves as a coordinating body and knowledge institution. Building on the competitive advantage and domain expertise of nine UN Partner Agencies (UNDP, UNOPS, ILO, FAO, UNEP, UNESCO, WFP, UNU, and UNODC), UNORCID provides decision-makers and stakeholders at the national and local levels with relevant information and tools to support successful REDD+ implementation. UNORCID was inaugurated on 17 November 2011 by the UN Secretary General, following the signing of a Memorandum of Understanding (MoU) between the Republic of Indonesia and the UN System. UNORCID coordinates UN System expertise relating to on-the-ground activities undertaken by the Government of Indonesia and other stakeholders, and works closely with Government counterparts at all levels to strengthen implementation. Based in the UNORCID Head Office in Jakarta, the Capacity Development Analyst will work directly under the supervision of Head of Strategy and Policy Section and in close collaboration with all colleagues at the Office. As an essential part of the capacity building tasks, s/he will collaborate closely with Civil Society partners and Non-Governmental Organizations. Further, s/he will also liaise with other UN Agencies undertaking REDD+ activities, government entities and relevant stakeholders both in the public and the private sectors. In this manner, s/he will support the REDD+ agenda through meaningful capacity building to support and strengthen national counterparts and relevant stakeholders. Duties and Responsibilities Summary of Key Functions and Responsibilities: The Capacity Development Analyst reports to Head of Strategy and Policy Section and is responsible for facilitating UNORCID�s capacity building initiatives and activities through liaising with all partners, identifying new opportunities within the REDD+ framework, actively sharing knowledge and information with private, public and third sector counterparts and enabling partners to participate in the Indonesian REDD+ programme in a meaningful way. This includes liaising with relevant counterparts and stakeholders as well as attending various public, academic and civil society events in relation to REDD+, the green economy in Indonesia, forestry and sustainable development in general. S/he will actively reach out to concerned stakeholders and take the initiative of informing about ongoing REDD+ activities and opportunities. In this capacity, s/he will also be expected to show self-motivation and initiative in coordinating closely with Pilot Province Office (PPO) staff in order to assess and review capacity building needs at the provincial and grassroots level. Under the guidance and supervision of Head of Strategy and Policy Section, s/he will help develop and implement UNORCID�s capacity building strategy. The strategy�s aim is to ensure that all concerned stakeholders are adequately informed and supported to participate in Indonesia�s REDD+ programme in a meaningful manner. As part of this task, s/he will also be responsible for creating a comprehensive partner database within UNORCID and promotes a client, quality- and results-oriented approach. The Capacity Development Analyst works in close collaboration with the whole UNORCID HO team in Jakarta, appropriate government counterparts, UN agencies� staff, and other stakeholders, to exchange information and ensure consistent knowledge management. S/he will also communicate and exchange information with Pilot Province Offices (PPO) on a regular basis and generally support knowledge building and knowledge sharing. Description of Responsibilities of the Capacity Development Analyst: Identifies relevant counterparts and concerned stakeholders Actively establishes contacts to a variety of international, national and local NGOs as well as CSOs; Regularly meets and communicates with development partners in order to find out more about the background and specific needs of individuals, groups, organizations and institutions affected by REDD+ implementation in Indonesia; Attends relevant public, academic, and civil society meetings with a focus on REDD+, climate change mitigation and adaptation, forestry but also events concerned with rights of indigenous peoples, poverty eradication and sustainable development; Follows up with colleagues from other units at the HO and Pilot Province Offices in order to gather information on stakeholders and their needs; Designs a comprehensive database on UNORCID partners and stakeholders and supervises its regular updates, including but not limited to contact details, organizational background, formal and informal meeting notes and summaries of needs assessments conducted on regular basis; Actively communicates UNORCID�s vision and mission in the broader REDD+ and green economy community in Indonesia. Ensures provision of high quality policy advice services to the Government focusing on achievement of the following results: Provide technical oversight and serve as a technical resource for the provision of technical assistance and capacity building initiatives in the implementation of the project: Identify and coordinate the provision of technical assistance to the project and partners in consultation with implementing partners; Identification of sources of information related to policy-driven issues; Ensure strategic support for the capacity-building of national counterparts is managed effectively; Develop and maintain the quality of technical assistance provided through the pool of experts and consultants as relevant to the needs of the implementing partners; Introduction of performance indicators/success criteria, targets and milestones; Development of policies and institutions that will address problems and needs in collaboration with the Government and other strategic partners. Facilitates the establishment of a high quality knowledge building and management information system focusing on achievement of the following results: Ensure that required expertise and technical assistance is made available to government and civil society partners/counterparts; Effective mechanisms and systems are in place and functioning to identify, document and synthesize lesson learned and best practices for sharing and learning throughout the region; Maintain project briefs and activity information for civil society, bilateral donors, academia, private sectors and other stakeholders as appropriate to support UNDP�s public awareness activities including through preparation of statements and other communication materials; Provision of high quality information and analysis to the government counterparts to inform the strategic direction of local development priorities; Coordinate and organize the relevant studies to collate research-based information, evidences and facts to enrich the achievement of development results; Ensure development results are communicated to all relevant stakeholders; Ensures consistent knowledge management, information sharing and capacity building on latest REDD+ developments shared to concerned civil society partners; Liaises directly with partners and stakeholders in order to provide active support in REDD+ participation, including but not limited to clarifying legal, organizational and procedural questions and assisting in proposal development; Assists in building technical and organizational skills in accordance with the requirements and needs of participating civil society stakeholders; Actively shares knowledge and acts as advisor to colleagues from the HO and PPOs in regard to community and stakeholder needs for capacity building in REDD+ implementation.
