The OSCE Office in Tajikistan is looking for highly qualified, motivated and experienced candidate for the position of Human Rights Assistant in its main OSCE Office in Dushanbe. The OSCE is committed to achieving a better balance of women and men within the Organization.

The period the short-term employment will be from September, 2014 until the end of March, 2015.

Tasks and Responsibilities

Under the supervision of the Human Rights Officer the incumbent performs the following duties:

Provides advice on and drafts project proposals and assists in monitoring project implementation, including organisation of events (seminars, conferences, and roundtables) and drafting plans for monitoring of project/program implementation;

Performs research and legal review from documents in Russian and Tajik, summarizes in English, information on developments in the areas of relevance to the Human Dimension in general and Human Rights in particular and submits findings to the supervisor;

Drafts contributions to activity, background reports, and Human Rights Sector Meetings Minutes;

Attends relevant meetings, relevant thematic working groups, roundtables, workshops, conferences and other events; liaises with permanent working groups; prepares relevant records on the events attended (including memos for the file and minutes of the meetings where the Office is the organizing party);

Establishes, maintains and develops contacts with the local authorities, universities, research institutions and NGOs, as well as with the government at mid-level (deputy heads of departments, heads of sections);

Assists in cooperating with international organizations and institutions;

Organises delegations to OSCE events abroad (invitations, logistic arrangements, etc.);

Organises data and information, prepares and maintains records and documents;

Performs other relevant work as required by supervisor.

Necessary Qualifications

Completion of secondary education supplemented by higher education courses in law, political or social sciences;

Minimum 2 years relevant working experience; with established analytical skills (ability to produce background reports, conduct independent research), communication skills (establish and maintain contact with project partners, NGOs, governmental officials), organizational skills; knowledge of international Human Rights law and standards as well as the legal system in the Republic of Tajikistan;

Computer literate with practical experience in Window and Microsoft applications;

Excellent written and oral communication skills in English, Russian and Tajik languages;

Ability to work with people of different nationalities, religions and cultural backgrounds.

Remuneration Package

Monthly remuneration, subject to social security deductions, is 658.17 EUR. Social benefits will include participation in Vanbreda medical insurance scheme.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

The ideal candidate should have comprehensive understanding of Palm Oil industry related policies & practices, risk assessment, Free, Prior & Informed Consent (FPIC), participatory mapping, as well as excellent skills in networking/ engagement with involved stakeholders and producing high quality reports. The candidate should be articulate, well-organised, and passionate about environmental and social issues.

The position is full-time and based in TFT�s Jakarta Office with frequent travel required.

Reports to: TFT Project Leader

Key Roles and Responsibilities

Developing workshops aimed at engaging operation/plantation teams on No Deforestation, No Development on Peat, No Exploitation (NDPE) policy.

Engaging partners� suppliers to raise awareness of the NDPE policy and gauge supplier willingness and capacity to reform operations in accordance with the policy.

Co-ordinating/facilitating workshops on FPIC, Conflict Resolution and SIA training.

Evaluating workshop regarding suppliers' implementation activities on company policy.

Supporting Social Teams to identify challenges and generate solutions.

Liaising with other NGOs regarding the project and calling for input on solutions or input on additional areas of concern.

Networking with relevant NGO/stakeholders and linking this work to the company.

Maintaining a service provider (SP) register covering either NGOs or SPs that can support suppliers ensure compliance with company integrated policy.

Collaborating with stakeholders towards consensus on what is required for increased inclusion of smallholders into the supply chain and start a process of engagement towards consensus.

Co-ordinating/conducting desktop risk assessment of the Palm Oil Hubs (Refinery/Mills/Plantations) against the WIP requirements.

Overseeing the delivery of Palm Oil Hubs (Refinery/Mills/Plantations) gap assessments against the NDPE and develop action plans.

Co-ordinating the delivery of monthly progress reporting to the Indonesia project lead on all works described above.

Preparing and/or approving reports related to field investigations.

Special Conditions

Staff are often required to work outside office hours to fulfill the duties of employment.

This position will require regular meetings with leaders in large, multi-national corporations, as well as travelling extensively across Indonesia to visit palm oil plantations and forests. For this reason, the Program Manager should be prepared to work in both corporate and field settings.

Qualifications

Minimum seven years related professional working experience

Job Summary:

Key Duties

  • Develop a Learning Curriculum which outlines the learning experience provided by GPSEA. The Learning Curriculum is to be aligned with the Learning Needs Assessment and the Organizational vision and objectives. Significant planning, administration, coordination and networking is required to execute a dynamic Learning Curriculum.
  • Research and integration of leading practice Learning and Training strategies and methodologies to ensure maximum effect and efficiency. The Learning and Development Manager and Leadership Trainer is responsible for understanding contemporary leading practice and theory in learning needs analysis, curriculums, learning delivery methodologies and learning integration into the organization especially in regards to desired behaviours.
  • Provide effective communication and coordination, The Learning and Development Manager and Leadership Trainer will need to communicate the Learning curriculum in a manner that is transparent and timely and will respond to all Learning queries and suggestions the organization provides. The Learning and Development Manager and Leadership Trainer will need to build effective working relationships and liaison with internal GPSEA staff, GPI and external agencies when necessary. The role will be the key and focal contact point for all Learning and Training related information and development in GPSEA for internal staff and worldwide GP offices.
  • Develop Learning and Training material when required that is of high standard and aligned with organizational expectations.
  • Execute Learning courses as instructor and/or facilitator when required ensuring the delivery is of high standard and aligned with organizational expectations.
  • Develop sustainable and value add Learning solutions to increase the impact and relevance of the Learning curriculum in GPSEA. Solutions may vary depending on course and the desired behaviours and skills. Solutions may include coaching and mentoring programs, canter�s of expertise and/or committees to explore how to integrate the Learning into GPSEA operations or more effective communication.
  • Develop, monitor and report key performance indicators that effectively measure the Learning satisfaction and application in GPSEA. The Learning indicators may include Learning Evaluation surveys, general feedback, impact and application, cost, course delivery to schedule, # of participants, etc.
  • Coach, manage and support the execution of the Future Leaders Program (FLP) to enable effective support selection process in the region, coaching of candidates and the administration logistics of the training and support of the FLP tandem partners and mentors on a global basis

Job Summary:
The Regional Coordinator for Climate & Energy Campaign serves as the Team Leader for Greenpeace Southeast Asia�s Climate and Energy team, overseeing and spearheading the strategic development, planning and implementation of Climate and Energy campaign in Thailand, Indonesia and Philippines.

This is a full time position based in Southeast Asia working on climate change and energy issues, as well as working in countries within or outside the region as required.

Key Duties

In conjunction with the Strategy and Analysis Director and Regional Country Directors, develop a work plan in line with both short and long term goals for an action-led Climate and Energy campaign based on regional objectives and taking into account priorities of the global programme.

The Regional Coordinator, Climate and Energy Campaign will take a strategic role in the campaign team to implement the regional work program agreed between GPSEA,GPI and other NROs in support of the energy priorities and strategies. This entails leadership in the work around identified �regional targets�, pioneering engagement and lobby, as well as action against major regional political and financial institutions responsible for the identified target/s.

Specifically the Campaigner will:
  • Participate in campaign discussion and planning regarding strategic issues and event planning within GPSEA, with other Greenpeace national/regional offices (NROs) and with Greenpeace International (GPI). This will include both written and verbal discussion as well as attendance at specific meetings.
  • Take the lead in the development of Climate and Energy campaign strategies and tactics developed to achieve goals and objectives, regional and national project and funding proposals where relevant.
  • Participate in regular progress reviews and evaluations of Climate and Energy campaign projects.
  • Keep Strategy and Analysis Director informed of activities in the campaign (including preparation of reports and work plans) and recommend changes in tactics or strategies if necessary.
  • Co-ordinate information flow within the campaign and other departments and to GPI�s Climate and Energy campaign, other GPI departments and other NROs and relevant regional NGOs.
  • Organize and oversee the work of short-term contractors where appropriate.
  • Identify relevant regional opportunities for political and economic work in conjunction with the Regional Political Advisor.
Assist the Strategy and Analysis Director in designing the regional Climate and Energy campaign program and implement strategies to mobilize various stakeholders in the region and the general public about campaign issues and goals;

  • Maintain a working knowledge of technical information and be able to present the information to a variety of audiences within and outside Thailand, the Philippines and Indonesia.
  • Maintain a working knowledge of political, legislative, regulatory and economic frameworks relevant to the campaign.
  • Engage in critical national and regional political and other for a relevant to the campaign.
  • Build alliances and/or support relationships with relevant affected groups, grassroots organizations, academic and professional groups, labour, NGOs and others in the region as identified in strategic planning.
  • Prepare fact sheets and other campaign information for use within the region.
  • Work with the press officer in preparing press releases and assist in planning media strategies.
  • Act as spokesperson for the campaign within the region.
  • Develop pro-active relationships with national and regional media to increase campaign outreach.
  • Represent Greenpeace and the campaign at relevant national and regional public events, activist meetings/groups, and gatherings of political decision makers, local citizens and other affected communities.
Direct, organize and participate in non-violent direct action to support and advance campaign goals.

Respond to and engage in internal as well as pressing external regional challenges as determined by the campaign team through the Strategy and Analysis Director beyond his/her normal issue/campaign area as circumstances do require.

Help manage and oversee the budget of the campaign (which includes preparation and consolidation of bi-monthly budget requests).

Perform other job-related duties as requested or assigned by Campaigns Director and/or Executive Director.

Key Duties

Strategic vision and leadership

In conjunction with the GPSEA Program Director and regional Country Directors, drive the overarching vision for the GPSEA Food & Ecological Agriculture campaign, in alignment with GPSEA�s strategic objectives and global campaign objectives

Lead the development of regional and national campaign strategies, regional and national campaign projects and funding proposals where relevant

Keep abreast of the regional and international debate and trends in order to identify campaign opportunities and contribute to overall campaign vision

Project management & Implementation

Keep Program Director and Global Campaign Leader informed of activities and recommend changes in strategies and tactics as needed

Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the
overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP
Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender
equality, and information and technology for development.�

Context of the REDD+ initiative:
Indonesia is the third largest emitter of carbon dioxide (CO2) and the world�s largest emitter from
agriculture, forestry and other land use. Over the past five years, Indonesia�s annual deforestation
rate has averaged around 1 million hectares, which contributes to an estimated 87 percent of
Indonesia�s annual emissions. In response to this situation, in 2009, President Susilo Bambang
Yudhoyono, made a voluntary commitment to the world to reduce emissions as much as
26 percent under a business-as-usual scenario or up to 41 percent with international support by
2020.

According to the Second National Communication from Indonesia to the UNFCCC, Indonesia is
expected to emit around 2.9 million metric tons (gigatons) by 2020 under the business-as-usual
scenario. A commitment to reduce that amount by 26 percent would mean a reduction of 0.8
gigatons, while 41 percent would amount to a reduction of 1.2 gigatons. A reduction from an
expected 2.9 to 1.7 gigatons by 2020 is a challenging commitment for a country aiming to
maintain its 7 percent annual growth rate. Nevertheless, this commitment has been translated into
a comprehensive National Action Plan known as RAN-GRK (PP 61/2011).

The National Action Plan for the Reduction of Green-house Gas Emissions (RAN-GRK) estimates
that 87 percent of the emission-reduction target - approximately 1 gigaton - relates directly to the
forestry and peat land sectors and, to address this, the government has adopted an incentive
mechanism to improve management of the country�s vast forest resources while supporting
climate-change mitigation. This mechanism, known as REDD+ (Reducing Emissions from
Deforestation and Forest Degradation), has five primary objectives: (a) reduction of deforestation;
(b) reduction of forest degradation; (c) conservation of carbon stocks; (d) sustainable forest
management; and (e) enhancing carbon stocks.

On 26 May 2010 the Governments of Indonesia and Norway signed a Letter of Intent (LoI) to
establish a REDD+ Partnership. The first phase of this REDD+ Partnership (Phase 1) was to
establish an agency with the capacity to implement and manage REDD+ projects initially in the
pilot province Central Kalimantan and progressively in other priority provinces across Indonesia.
A Task Force (Satuan Tugas, Satgas) was established to support this initial phase and, as of
June 2013 at the end of the Task Force�s mandate, the following progress was achieved:
Drafting of an integrated Presidential Regulation regarding the establishment of a REDD+
Agency and governance of REDD+ in Indonesia;
Finalisation of a REDD+ National Strategy (Stranas) and development of Provincial Strategies
and Action Plans (PSAPs) for the eleven priority provinces;
Agreement on, and legal basis for, the structure and operations of a REDD+ Financial
Instrument (FREDDI); its implementation awaits the establishment of the REDD+ Agency
and the subsequent release of funding for Phase 2 of the LoI;
A methodology, partially trialled, for the structure and Standard Operating Procedures (SOPs)
of the MRV technical unit; while international standards and an international/national
REDD+ registry remain in development, the unit is ready for mobilisation following the
establishment of the REDD+ Agency;
Legal review of regulatory requirements related to REDD+ implementation in particular land
tenure, forest and peat-land governance, forest monitoring and law enforcement,
consolidation of land concessions, and a Moratorium on all new concessions for conversion
of peat and natural forest in Indonesia; and
Successful implementation of a wide range of projects by the REDD+ Task Force in the pilot
province Central Kalimantan with a focus on developing an operational capacity and an
enabling environment for REDD+ projects.

These achievements have prepared a basic foundation for a future REDD+ national programme
that aims to address the emission-reduction target for the forestry and peat-land sectors and the
national long-term goals associated with sustainable economic development and poverty
reduction.

Context of this TOR:
The second phase of the Indonesian-Norway partnership will commence following the
establishment of the REDD+ Agency and its technical units, the Funding Instrument (FREDDI)
and the Monitoring, Reporting and Evaluation (MRV) institute. As the mandate of the REDD+
Task Force ended in June 2013, a REDD+ Special Team (Tim Khusus REDD+, Timsus) has
been established by UKP-PPP to oversee the transition period required for the REDD+ Agency to
be formally established and operational. This Special Team is assigned to ensure that those
activities initiated by the REDD+ Task Force are either completed or further advanced with clear
milestones and actions plans that will enable a seamless hand-over to the REDD+ Agency when
it is operational. The mandate of this REDD+ Special Team ended in December 2013.
For the second phase of the REDD+ Partnership (Phase 2) to commence, it is required that the
REDD+ Funding Instrument (known as FREDDI) is formally established by the REDD+ Agency
along with a legal basis for its operations. Considering the time involved in establishing a fully
operational Funding Instrument, additional interim funding has been provided under the
Indonesian-Norway Partnership to support any potential gaps that may arise after the REDD+
Special Team�s assignment ends and the establishment of FREDDI. In addition, this funding will
provide further resources for the capacity development of the REDD+ Agency in its preparations
for the implementation of Phase 2 of the Indonesian-Norway Partnership. This interim funding will
be managed by UNDP as a continuation of its role as fund manager under Phase 1 of the
partnership.

Under the overall guidance the Operations Manager, the HR Associate ensures execution of
transparent and efficient HR services in the project. The HR Associate promotes a collaborative,
client-oriented approach and supports to the maintenance of high staff morale.

The HR Associate can supervise clerical and support staff of the HR Unit (if any). The HR
Associate works in close collaboration with the project teams, programme and operations staff in
the UNDP office for resolving complex HR-related issues and information exchange.
